1997-98 |
A pilot project titled National Surveillance Program for Communicable Diseases (NSPCD) initiated & coordinated by National Centre for Disease Control (NCDC) formerly National Institute of Communicable Diseases (NICD) and was implemented in 5 districts on a pilot basis. This was expanded to 101 districts by 2004. |
1998 |
In 1998, The Govt. of India approached the World Bank to initiate a disease surveillance project. |
Sept, 2000 |
The project preparation commenced with a meeting at Hyderabad in September 2000, attended by representatives from Central Govt., 4 State Govt., WHO, CDC, NIH, USAID, DFID and other national agencies like NCDC (formerly NICD) and ICMR. |
June, 2001 |
In June 2001, a National level workshop was conducted in New Delhi to reach the consensus. |
March, 2003 |
Central Surveillance Unit (CSU) was established (at Nirman Bhawan) in Ministry of Health and Family Welfare. |
March, 2004 |
Expenditure Finance Committee approved the proposal for IDSP on 23rd March 2004 with an outlay of Rs. 408.36 Crore with 75% share coming from World Bank through soft credit under IDA. |
Sept, 2004 |
Approval from Cabinet Committee on Economic Affairs (CCEA) was got on 17th September 2004. The project Development Credit Agreement (DCA) was signed by the GOI and the World Bank on September 23, 2004. |

World Bank funded project titled “Integrated Disease Surveillance Project (IDSP)” was Launched. |
July, 2005 |
Development of comprehensive guidelines for involvement of private sector and medical colleges. |

For the operational ease, the administrative unit was relocated at NICD under the leadership of director NICD as Project Director (PD). A Senior officer (ADG level) was designated as National Project Officer (NPO) to coordinate the project activities. |

VSAT installations initiated by IDSP through ISRO in phased manner. |
Mar, 2006 |
EDUSAT earth Station with Central Hub established and inaugurated by Hon’ble Health Minister along with SSUs. |

IDSP was administratively and financially merged with NCDC. |

National Informatics Centre (NIC) requested to provide feasible solution for ICT component after ISRO communicated that the allotted bandwidth of 8 Mhz is not sufficient for 800 sites planned initially. |

“Focus state Strategy” was applied to monitor the success of the project implementation in 14 identified states. |

The fifth component was added to IDSP’s component .i.e Avian Influenza. |

Tri-partite MoU signed with NIC, NICSI & IDSP for ICT support. And architecture of IDSP Portal for weekly reporting was initiated. |

Making of IDSP as part of National Rural Health Mission (NRHM) in 2007-08. |

IDSP initially aimed to support peripheral laboratories and microscopy centers also but discontinued as these are being strengthened by disease specific programs, like NVBDCP and RNTCP. In 2007-08, it was decided that the programme would only support District Public Health Laboratories (DPHL) and above (State, regional and national). |

Media Scanning and Verification Cell (MSVC) established for detection of early warning signals/unusual health events through various media. The information is shared with the districts affected to investigate and take action. |

Govt. approved the proposal of contractual appointments of 766 positions in Jan 2008 and the same was approved in 4th NRHM-MSG in Aug 2008 meeting. MoU signed with NHSRC for recruitment of the approved positions in Aug. 2008. Interviews were held in Nov. & Dec. 2008. |
2008-09 |
Due to limited availability of microbiologists to operate the labs and availability of equipment it was decided in 2008-09 to initially support only 50 District Public Health laboratories. |
Jan, 2009 |
Revision of “P” and “L”: During 2008-09, it was decided that in P form, age and gender specific data for cases will not be collected; and also the data element on deaths was deleted as it was being captured in the new NRHM-HMIS formats. List of conditions under surveillance were also revised giving more focus for outbreak prone conditions. Decision was taken to limit the analysis of “S” form data at PHC and district only. |

Restructured IDSP project implemented. As per the re-structured project, the World Bank provided funds from 1st April 2010 for Central Surveillance Unit and nine States (Tamil Nadu, Karnataka, Gujarat, Punjab, West Bengal, Maharashtra, Uttarakhand, Andhra Pradesh and Rajasthan). The domestic funds used for the remaining twenty six States/UTs. |

Ministry authorized all State Health Societies for decentralized recruitment of sanctioned positions at State/Districts levels w.e.f. 1/6/2010. |

Exercise for assessment of consistency in data reporting done at CSU for Uttarakhand state as a pilot in sept. 2010. In Nov. 2010, automated report was developed and uploading on portal to generate the consistency for different levelsdata reporting for monitoring. |

Continuation of the IDS Project as Integrated Disease Surveillance Programme (IDSP) as a central scheme during 12th Plan Period (2012-17) was approved by Empowered Programme Committee (EPC) of NRHM on 04.10.2012. |

Continuation of Integrated Disease Surveillance Programme (IDSP) was approved by Mission Steering Group (MSG) of NRHM and HFM on 04.01.2013 with an outlay of Rs 640 Crore for all States/UTs in 12th Plan Period under NRHM. |

Strategic workshop on Disease Surveillance: A two day workshop was held on 8th & 9th August, 2013, Delhi, with the objective to develop a road map for strengthening IDSP implementation in 12th Plan Period and identifying the role to be played by public health institutes/Medical Colleges in disease surveillance. |

The Strategic Health Operations Centre (SHOC) is established under IDSP to strengthen the outbreak detection and response capacities of the states and districts by utilizing state-of-the-art information technology. |
